The roots of the Kingsport Parks and
Recreation program began in the 1930's, when the city decided to
provide a nine hole golf course with a clubhouse and tennis
courts, across from the future location of Civic Auditorium,
which was built in 1940. Since then, the Parks and Recreation
Department has developed into the "model" for other cities in
Tennessee. The Kingsport Parks and Recreation Department
controls, develops and maintains several parks, a championship
18 hole golf course, the illustrious Allandale Mansion, multiple
community centers, the Greenbelt Fitness Trail, the Civic
Auditorium, the Cultural Arts Division, Hunter Wright Stadium,
the Renaissance Center, the Riverview Splash Pad and Scott Adam
Memorial Skatepark.

Program provides assistance to communities in revitalizing
their downtown and central business districts, which are
vital components of economic development and job growth. As
part of the Community Development division of the ECD, the
Main Street team assists communities across the state with
technical assistance and expertise in developing long-term
strategies that promote economic growth and development.
There are a team of specialists that
provide information and assistance in forging
public-networking and training opportunities for downtown
commercial districts.
In addition, Main Street revitalization
is a comprehensive, incremental, self-help economic strategy
that focuses on developing public-private partnerships to
enhance community livability and job creation while
maintaining the historic character of the district.
